(3) In AŚ IX. 1, Kautilya discusses the rela-
tive superiority of the three kinds of Sakti, and
opines that the second is superior to the first
and the third is superior to the second.

(3) A state of mutual trust between Kings. In
this sense this term is synonymous with Sandhi
(q.v.) and Samadhi (AŚ XVII. 17).
 
ŚĀSANA (1) The King's writs which are divided
into eight varieties by Kautilya under appro-
priate titles in AŚ II. 10. Cf. the first sasana
in the statement : śāsane śāsanam ityācakṣate
(AŚ II. 10).
 
(2) The rule or the royal sway. Cf. the second
śāsana in the line quoted from AS II. 10 above
or śāsanapradhānā hi rājānaḥ (Ibid).
 
(3) The royal command, (Raghuvamsa, 14.83).
(4) Any royal charter (cf. Nidhanpur C.P. Grant
of Bhaskara varman, V. 28. vide Kamarūpasā-
sanāvalī p. 27).
 
(5) King's decree (Ajñā) which is more precisely
called Rājaśāsana (=Rājājnā) which is said to
be one of the four feet of the subject-matter of a
suit (Vivādārtha) by Kautilya in AS III. la.
As found in a subsequent verse given by
Kautilya this decree is based on King's good
reasoning, as Rājaśāsana is said
be
synonymous with Nyaya in that verse. (See
Vivādapadas).
