use the term Mantri in the sense of an executive
officer. Because, he suggests that in an emer-
gent situation the king should immediately call
the Mantris or Mantriparişad (See quotation

passage referred to, Kautilya seems to use the
term Mantrinaḥ in the sense of Counsellors
(Matisacivas) and the term Mantriparişad in
the sense of 'a council of executive officers."
