Purohita should be well versed in ethics and the
science of weapons and army arrangements. nitiśāstrāstravyūhādikuśalastupurohitaḥ.
(7) According to a view, recorded by Śukra, the
Purohita is the Minister of Religion in a council

(8) In AŚ I. 12, Kauṭilya mentions (Purohita)
in the second place in a list of 18 Mahāmātras

III. 18). aṣṭacatvārimśatpaṇāvaraṁ sanna-vatiparaḥ pūrvasāhasadeṇ-
ḍah. This fine is referred to also as Prathama-
Sāhasa-Daṇḍa in other literature.
(2) Manu calls it Prathama-Sāhasa and fixes the
