(2) He should look after various civic affairs of
the city with the assistance of the two subordi-
nate officers called Gopa and Sthānika. Through
them the Nagarika would keep a record of the
city population and the income and expenditure
of the respective families. He is also to look
after such civic affairs as the prevention of fire
accidents. (AŚ II. 36).

we should read Nayaka in place of Nagarika
in the list of 18 Mahāmātras, and as such this
Nayaka is to be reckoned as a Mahāmātra.
NĀVADHYAKŞA-Superintendent of marine and
riverine services. (AS II. 28).
 
NIKŞEPA-Gold or other such valuables deposited
with goldsmith etc. for making ornaments, etc.

NIMNAYODHI-A soldier who fights remaining in
water or other such place lower than the level of
the surface of earth (AS VII. 10).
 
NIYOGA-The act of begetting a child by a child-
less widow through an intercourse with the
brother or any near kinsman of her deceased
husband, as permitted by the Law.
